Ever since a 1967 Supreme Court ruling, Americans have been legally allowed to hold dual nationality. When you, as a person of "Good Character", make a contribution of $10,000 (US$ equivalent) or more to the New Utopia government you, your spouse, and your children will be invited to become Charter Citizens. This has recently changed as this contribution had been set at $1,500.00 (US$ equivalent) for the last few years.
But now that construction financing is so close, and the citizenship quota is almost full at over 3,800 Charter citizens, the PNU Government decided that this had to come to an end just prior to construction start. Once construction has begun the requirements for being invited to become a Charter Citizen are expected to be somewhat more stringent.

If you have already accepted an invitation to become a Charter Citizen you may apply for Passports and Citizenship Certificates, bearing the Royal Seal, signed by His Serene Highness Prince Lazarus of New Utopia, and identifying the holder as a Charter Citizen, due the respect, consideration, and courtesy of the nation and all other citizens therein.
